PHMC at 4601 Market Street






FIFTEEN Architecture + Design partnered with Public Health Management Corporation (PHMC), one of the nation's largest nonprofit public health agencies, to transform the historic 4601 Market Street building in West Philadelphia into a vibrant public health campus serving children, families, and the broader community.
Originally constructed in 1927 as the Provident Mutual Insurance Company headquarters, the landmark building sat largely vacant for years before being reimagined as a center for health, wellness, education, and community services. Through adaptive reuse, FIFTEEN helped preserve the building's architectural legacy while creating an environment that reflects PHMC's commitment to whole-person care and equitable access to services.
The design brings multiple PHMC programs under one roof, including healthcare, behavioral health, education, autism services, and family support programs. By co-locating these resources, the project improves continuity of care and creates a more accessible experience for community members and employees.
A central design challenge was balancing preservation with transformation. FIFTEEN retained and celebrated historic features such as the grand entry sequence and atrium while introducing transparency, natural light, warm materials, intuitive wayfinding, and community-centered gathering spaces. The first floor serves as a welcoming public living room and reception area, featuring flexible spaces for events, health education, and community programming, while upper levels support both staff wellness and specialized care environments. Large-scale graphics, nature-inspired themes, and carefully curated colors and textures help visitors navigate the building while creating a sense of comfort, dignity, and belonging.
More than a renovation, PHMC’s space at 4601 Market Street demonstrates how design can advance public health. The project transforms a historically significant building into a place of connection, care, and opportunity, strengthening both the community it serves and the systems that support it.
